>> a seemingly minor accident has touched off dual investigation. both centering on why the head of baltimore city's homicide investigation drove his car into a ditch and apparently left it there. tonight that is our big story. >> major terrence mclarney is facing an industry to review and answering questions from state police about his single car accident. >> city police say they have suspended major terrence mclarney as a precautionary measure while maryland state police looking into the circumstances regarding and accident involving his city issued car. they are clear tracks were someone beard down an embankment along the rte. 30 to exit. the single car accident spurred to investigations because the head of baltimore city's homicide unit was behind the wheel, and according to state police, maj terrance mclarney

did not call in to report the accident. >> it could be something as simple as a weather-related mishap or something more serious. as a precaution, we took the precaution of since then -- suspending the major. >> mclarney is now on paid suspension of state police investigate the circumstances. city police -- a spokesman said it happen between 7 and fought an 8:00 sunday night after the major left work in baltimore city. >> he did reported to his commanders. homicide was also aware of it and the state police towed it. i am sure they have some follow up questions for the major and we will cooperate with them and conduct and administrative investigations is to make sure the reports matchup. >> as to why the major abandoned the vehicle, a passer-by may have seen the accident and offered him a ride to get out of the rain.

state police a trooper spent 2.5 hours tracing the car. now as this veteran of the force finds himself answering questions from his peers, those who know him are hopeful he will soon be back on the job. >> he has 37 years' experience. books have been written about his service to the city. we hold that in very high regard and we are optimistic we will know the facts of the case soon and major mclarin will be back to work soon. -- major mclarney will be back to work soon. >> city police say they expect the state police probe to wrap up by the end of the week. we are told the chief of detectives will help cover his duties, which are considerable. he is the head of the homicide unit and investigators are still working to clear a number of last year's 223 murders as well.

>> tonight the man dubbed the east coast rapist by police has not yet entered a plea. aaron thomas made his first appearance in court today. authorities believe he is responsible for raping or assaulting women over the last 13 years. dna from a cigarette butt matched dna from a least a dozen of those cases. >> we do not tolerate violent crimes, and rape is a violent crime. no person deserves to be the victim of violent crime. no woman, no girl deserves to be raped. >> thomas reportedly tried to hang himself in his jail cell just hours after his arrest. he is being held on $1.5 million bond. baltimore county police said at a 21-year-old man in custody in connection with the disappearance of two young girls of the weekend. 12-year-old azaria griffin and

14-year-old tierra taylor disappeared over the weekend. the man in custody will be charged, but police would not comment any further. >> to women are charged with stealing credit cards from a rest stop bathrooms along i-95 and then buying high-end items. there are charged with the did the theft, fraud, and forgery. investigators said the suspects worked as a team with a lookout in the parking lot and others in the restroom, often posing as rest stop employees. they would die victims to a stall and create a diversion -- they would guide the victims to a stall and created a buyer -- a diversion. >> they would buy gift cards and then used gift cards to purchase a variety of items, dozens of pairs of shoes, prescription glasses, it runs the gamut. >> police are in the process of getting warrants for two more suspects.

>> breaking news from annapolis tonight involving the state's expanded ban on texting while driving. late tonight the senate passed a measure that would outlaw reading text messages while driving. violators could face a fine of up to $500. the house and delegates approved a similar measure last week. >> surging oil prices helped sink stocks as oil hovers around $105 a barrel. the dow jones lost nearly 80 points and the s&p 500 inches -- ended the day down 11. the jump in oil prices is causing gas prices to soar, fueling panic at the pump. >> the obama administration is considering tapping the nation's strategic reserves. some experts are against it.

>> the white house says it will consider more than the price of oil in determining whether to tap the reserves. the nation's strategic petroleum reserves contains more than 700 million barrels of oil. it was set up to only be tapped in rare emergencies. the white house is considering whether to release some of the oil to help moderate prices. >> the issue here is disruption in the flow of oil. that is obviously a factor. >> industry analysts said there is no big shortage of oil right now, just appears of a shortage field by it the unrest in the middle east. >> i am shocked. i am very upset. >> saudi arabia has increased

production to make up for the loss of libyan crude, which goes mainly to europe. some energy analysts say tapping the reserves can cause an overheated market and is a risky maneuver. analysts say the mere mention of tapping the reserves may be enough to rein in speculator. the energy information administration says there is spare capacity out there and that opec could ramp up production by another 4.7 million barrels a day. sally kidd, wbal-tv 11 news. >> on the housing front, it is hard to tell if the economy is improving from 2010 to 2011. new-home sales were down 18.6% compared to 2009. from its peak in 2005, new-home sales are down 80%. many developers say the biggest

problem is foreclosed homes, which are selling at bargain basement prices. last year, more than a quarter of all home sales were four closures. new legislation in baltimore tonight was presented at the city council meeting and aims to significantly reduce baltimore's property-tax rates. >> currently baltimore has the highest property tax rate in the state but the bill proposes a plan to reduce the tax rate by half by 2016. kai reed is live at city hall with the latest. >> baltimore city's property-tax rate is double that of surrounding areas. kalthoff and carl stokes proposal is to put that in line with county tax rates. not everyone is on board. drive through baltimore city and is not unusual to find meaghan and boarded up homes, abandoned properties. recently released data shows the city has lost 30,000 people in the past decade.

councilman stokes present a plan that he says will spur new growth. it would mean lowering the property tax by 15 cents each year, starting in 2013. stokes says he has met with developers an economist and studied similar cuts in san francisco and boston. >> many other cities have reduced their tax rates in a very strong fashion. they have gained money, residents, jobs, commercial development. why would we be the one see in america that would reverse that role. >> opponents say the city would lose big. the mayor's office predicts the city would lose $394 million under stokes legislation and said it relies on fuzzy maps and ignores this city's current

fiscal problems and would lead to cuts in public safety. >> every time we cut the property tax by a penny, we have to decide what $3.7 million we are not going to spend next year. it's that simple. it is religious numbers. >> to make up for lost revenue, part of the proposal is to raise the tech -- -- every penny would go immediately to reducing the tax rate so that citizens will pay the same or less across the board by and large. >> baltimore city's current tax rate is $2.26 per hundred dollars of assessed value. stokes proposal is to lower that to $1.10. they would have to pass a charter amendment allowing the lower tax rate. >> as congress continues its

debate over the federal budget, we are getting a better look tonight at the bonuses paid behind-the-scenes. jayne miller explains it is a use it or lose it practice, and every maryland representative definitely use it. >> the fight is on in washington, how deep should federal cuts go and what to do about the burgeoning deficit? members of congress sent their members home last year with bigger increases in their paychecks. according to an analysis by the capitol hill salary watchdog, all eight of maryland's congressional reps took part, paying year in bonuses ranging from a few hundred to thousands of dollars. one was 33% higher in the fourth quarter than in it the third quarter. roscoe bartlett was up 29%.

happened in the harford county detention center from ever happening again in a first amendment context. >> defend live now wants to see the bellaire police department and maryland state police follow their lead. >> we are asking that the maryland state police would protect our rights and that we can protest without the fear of the maryland state police exercising an authority that they do not and should not have to arrest us without reason. >> bellaire police did not return our phone calls. harford county officials and maryland state police would not comment on the case. lisa robinson, wbal-tv 11 news. >> worry about long cancer? just check your toenails. researchers at the university of california san diego say men with high levels of nicotine in their toenails or about 3.5 times more likely to develop lung cancer.

this guy stay clear. waking up to lows of 25-32. things are quiet here for now, but the high-pressure -- there is more unsettled weather from the great lakes down into parts of arkansas. that weather system is likely to get your wednesday afternoon. it could dump more heavy rain. some indications when the next front crosses maryland on thursday, 2.5 inches of rain will be possible. tomorrow should be a decent day, sunny to partly cloudy skies. wednesday the clouds increase and by wednesday evening rush hour, the possibility of some wet weather moving through. that will linger through into thursday morning and possibly thursday afternoon as well. some moderate to heavy rain coming right through central maryland again thursday evening. we are on the warmer, wet side of another approaching march

storm. partly cloudy tomorrow, temperatures about normal, 49- 54. waves around 1 foot and a water temperatures are slowly climbing through the low and mid-40's. another four or 5 inches of snow from a system that brought rain here. that keeps the air temperature a lot chillier out in western maryland. around the bay tomorrow, a comfortable 52 and on the lower eastern shore, just about 50 right on the beach as the winds come off the ocean. 47 with rain developing in the afternoon on wednesday, a chilly rain that get heavier and steadier on thursday. it could end as wet snow early friday morning before it clears up in the afternoon. just a slight chance for a sprinkle saturday, otherwise the weekend looks dry with highs in the 40's and 50's. >> a number of baltimore county police officers came together to raise money for pete's sake.
